Motor control schemes should have an element of control and an element of coordination. The former is a source of initiative and a zroduct of the brain's work (mind, intelligence, or ) while the latter can be viewed as a process with constraints emerging at a hierarchically lower, autonomous level. Limiting scientific analysis to an object smaller than the universe necessarily leads to a hierarchical (cybernetic) approach.

Background The concept of “health security” is often used to motivate public health responses, yet the ethical values that underpin this concept remain largely unexamined. The recent Australian responses to COVID-19 serve as an important case study by which we can analyse the pre-existing literature to see what ethical values shaped, and continue to shape, Australia’s response. Methods We conducted a critical interpretive literature review of academic and grey literatures within key databases, resulting in 2,220 sources. After screening for duplicates (...) and relevance, we analysed ninety-six sources. Results First, risk and uncertainty are a leading focus, with a heavy concentration on risks to life and health. Second, free movement, safety, and security were recurringly emphasized, albeit narrowly focused upon the safety of the population. Third, legitimacy was a recurring theme, and it is here that discussions of “health security” figured highly. Conclusion Discussions of harm from government and associated official bodies fail to adequately distinguish between various senses of harm. Moreover, while the literature often discusses the balancing of rights, the steps involved in the weighing of these rights is rarely adequately explained and defended. We suggest that decision-makers should endeavour to clearly identify and defend the values undergirding their decisions in the public sphere. (shrink)

Sexual difference must be recognized in thought and human interactions to enable people to find their real source of jouissance. The Lacanian finding of ‘masculine phallic desire’ and ‘feminine libidinal desire’ in all human beings, irrespective of their biological sex-gender, paved the way for rethinking gender identities. It calls for reforming inter-human relations from the presently predominant utilitarian mode to the one based on love and recognition of the other. Gender is an arbitrary construct to serve the interests of males (...) in finding phallic sexual pleasure, power and recognition in their social life. Assertion of sexual difference and gender multiplicity will enable human beings to find the other human being as their actual desired object, beyond the pleasures offered by wealth, comforts and commodities. Recent discussions on the explanation of action are permeated with two divergent models of explanation, namely causal model and non- causal model. For causalists the notion of explanation is intimately related to that of causation. As Davidson contends, any rudimentary explanation of an event gives its cause. More sophisticated explanations may cite a relevant law in support of a singular causal claim. The non-causalists, on the other hand, hold that when we explain an action we do not ask for the (...) cause, rather we try to understand the action in terms of its meaning. Moreover, they argue that the causal model fails to account for the conceptual priority of human agency. The aim of this paper is to show how Max Weber attempted a synthesis of the two divergent models of explanation in the realm of human actions. The first section of this paper gives an expository account of Weber’s theory of explanation. In the second section an attempt is made to interpret Weber’s thesis so as to assimilate the two divergent models of explanation. (shrink)

Science once had an unshakable faith in its ability to bring the forces of nature—even human nature—under control. In this wide-ranging book Anson Rabinbach examines how developments in physics, biology, medicine, psychology, politics, and art employed the metaphor of the working body as a human motor. From nineteenth-century theories of thermodynamics and political economy to the twentieth-century ideals of Taylorism and Fordism, Rabinbach demonstrates how the utopian obsession with energy and fatigue shaped social thought across the ideological spectrum.

This paper offers a critical analysis of the work of western humanitarian NGOs operating in the African continent. We argue that in most cases, NGOs and their supporters are deaf to the actual wants, needs, and desires ? or, in other words, the agency ? of those they are trying to aid. We do this by first offering a series of ways of understanding the ideological commitments that inform the work of many humanitarian NGOs and those who donate to them. (...) In this, we expose the reasons leading to the failure of such individuals and organizations to recognize and take account of the agency of those they seek to help. Second, we offer evidence of the problematic outcome of this failure when coupled with a lack of recognition of the wider context of many of the conflicts that lead to the suffering of those that such NGOs intend to aid. In doing this, we expose the ways in which an NGO's own position can reinforce and contribute to the continuance of this suffering. This, we argue results from the simplified, inaccurate, and de-politicized ways in which NGOs tend to portray the problem of suffering both to those they solicit for donations and in their own conception of the problems and the ?moral? role that the organization itself plays in its work. The ancient antecedents of this tale are thought to have originated in India, with (...) the first written version penned in Arabic sometime before the 10th century in what is now Iraq. Much later, this version of the story was translated into Hebrew in 14th century France and was popular in European Jewish communities into the late 19th and early 20th centuries. Comparative philosophy has been subjected to much criticism in the latter half of the last century, though some of these criticisms were appropriate and justified. However, in our present cultural milieu, where traditions and culture transcend their geographical boundaries, seeping through the global network of views and ideas, it seems to be a legitimate enterprise to understand one’s own traditions and culture through the critical lens of the ‘other culture’. It is such cross-cultural understanding that paved the way towards legitimizing (...) “human rights” as a universal discourse. So also, the discourse on “environmental ethics” has gained acceptance in a similar manner across cultures and traditions. The paper attempts at an understanding of “Indian Philosophy” as a theoretical practice by exemplifying the notion of “sādhanā” in the Yoga system of Indian Philosophy through a reading of the notion of ‘phenomenological reduction’ as espoused in the transcendental phenomenology of Husserl. Thus, we reject the claim that philosophy as a pure rational activity was unique to the West as proclaimed in some Eurocentric readings. It is pertinent to recall here that the Sāṅkhya philosophy, which the Yoga system accepts as an allied school of thought was atheistic in its origin and attempted to explain the universe in terms of an evolutionary theory—the “prakṛti pariṇāma vāda”. Economics is privileged in contemporary government policy such that all human transactions are seen as economic forms of exchange. Education has been discursively restructured according to the logic of the market, with education policy being increasingly colonised by economic policy imperatives. This paper explores some of the consequences of this reframing which draws upon metaphors from industrial and business domains. This paper examines a significant dimension of teaching that currently has marginal presence in official discourse: social contingency. We argue that (...) social contingency is characterised by a variety of distinctive features that include unpredictability, relationality and ethical demands. The significance of social contingency is highlighted by a comparison with industrial production, which is organisationally contingent, and craft production, which is characterised as materially contingent. We argue that the different nature of contingency in these domains makes them inappropriate as metaphors for teaching. We explore the nature of social contingency and some of the practical and ethical consequences of the failure to articulate this in official discourse. Its absence in such discourse is illustrated by consideration of competence statements in the Initial Teacher Education context. We argue that the neglect of social contingency is founded on assumptions of teacher sovereignty that are both philosophically and ethically unsustainable. (shrink)

Studies of social media and its uses have focused on how it shapes behavior but less so with emotion. Overcoming this limitation, this article investigates the role of emotion in understanding and shaping actions online, and how, conversely, different uses of social media are leveraged to manage and express emotions, focusing on Facebook and Instagram. To this end, this article draws on 24 in-depth interviews with youth users in Hong Kong to excavate practices of emotional labor and management online, which (...) reveal (1) strategies to manage emotional reactions, centering on critical distance; (2) strategies to manage emotional conveyance by manipulating the temporality of the content they produce; and (3) the creation of a digital blasé that consisted of the atmosphere of Facebook and Instagram, sustained by general emotional detachment, the perceived need to detach, and a sense of “watchedness”. Throughout, emotional detachment was the default state that users entered into when using Facebook and Instagram, as an anticipatory reaction to the emotional exhaustion imposed by imagined content and into which they inevitably returned. Differing from the mainstream notion about deconstruction as a differential reading of texts, the paper views it primarily as a process of subversion of self-identity of a person who faces the ‘alterity’ of the other in a concrete ethical situation. Thus it is seen more as an existential experience of the individual rather than a socio-political process. It seeks a pathway from Derrida’s deconstruction of texts to Emmanuel Levinas’s trial of individuality by the ‘face’ of the other. The face of (...) the other that calls for the ethical responsibility of the ‘I’, challenges his autonomy. As human self-identities are unreal constructs produced by ontology through the integration of multiple experiences of phenomena into a uniform apperception of consciousness, its rupture alone will guarantee a passage to the realm of ‘otherness’. ‘Otherness’ manifested in the deconstruction of self-identity in ethics is viewed as more intense and radical than the subversion of identity that takes place in textual experience. This essay traces the origin of feminine thought in poststructuralism, which opens up new vistas of experience that differ from traditional philosophical thinking based on a conceptual grasp of the world. Rather than viewing the feminine as the essence of the woman gender, it is seen here as the experience of a plurality of truths produced in the affectedness of the human body by the world. The representative function of language and methodology in traditional philosophy cannot capture the plurality of (...) truths. Feminine experience is not a prerogative of women philosophers or feminist writers. It is accessible even to male philosophers. Since it is the outcome of the affectedness of the body by phenomena, it is accessible to all human beings, irrespective of their gender identities. The construction of the truth of entities in terms of their universal essence has a significant role in forming masculine and feminine experiences. Masculine experience is produced by the representation of conceptual truth by the self. Feminine is a kind of existence prior to self-formation that is in operation in all humans. The linguistic turn in philosophy created by Nietzsche and Saussure is the main force behind the growth of feminine thinking in poststructuralism. It marks the end of the abstract, concept-based thinking of the masculine sort and the formation of the differential thought of the feminine. (shrink)

Terror narratives have been characterized by a dialogism where the “normative” I—i.e. the “non-threatening mainstream”—defines and delineates subjects whose identity is centred on their location in the terror network. This is especially so in the case of Asian migrants who settle down in Western countries, as their very identity as Asian locates them at a precarious point in the real or imagined “terror network.” The migrant is no longer the Du, but the Es, imparting an identity to the Ich, where (...) the Ich denotes the “original” citizens of the country. The transactions of the “I” with the “Thou” and the “It” become significant in the context of Asian immigrants in that, for the dominant mainstream, the “terrorist” is an Es/”It” that has gradually marked its transition from the Du/“Thou.” The person of the “terrorist” finds its ontological properties from the gradual movement away from a “Thou” to an “It.” The hitherto unbounded “Thou” is transformed into a definable “It,” by ascribing to her/him a religion, race, colour, nationality and ethnicity. He/she is not confronted, as every “Thou” is, but is rather “experienced” as a source of terror, as an “It.” The paper attempts to explore the transformation of the figure of the “migrant terrorist” from a confronted “Thou” to an “imagined/experienced” “It” through an analysis of New York by Kabir Khan and Home Fire by Kamila Shamsie.
